Description (partial)

Symptom:
When the "send-community" option is configured under a bgp template and to a specific neighbor, the behavior is dependent upon which command was entered first and this will be the only command applied to the neighbor.

Conditions:
template peer-policy vpnv4-policy
  route-reflector-client
  send-community both
 exit-peer-policy
!
 address-family vpnv4
  neighbor 10.181.12.1 activate
  neighbor 10.181.12.1 send-community extended
  neighbor 10.181.12.1 inherit peer-policy vpnv4-policy

If the peer-policy is applied to the neighbor after the activation of vpnv4 for the neighbor.Which dynamically creates the send-community extended neighbor command. The peer-policy command [send-community both], won't be applied to the neighbor in question.
