Description (partial)

SIP CDPC does not transition to correct state after sending SDP update.

The call may fail due to 200 OK response to UPDATE which was discarded by SIPCdpc(internal CUCM process responsible for SIP Call) that is in the incorrect state. SIPCdpc should have transitioned to "reqOfferSent" state after sending an Update message with SDP but stays in "inCall_proceeding".
