Post deployment of dual stack service in two SRs, while decommission v4 SR, the behaviour is incorrect as the interface configs related to v4 SR is not removed and address-family ipv4 is also not removed.

Steps To Re-create:
---------------------------
1) Set the following DCPL flag :
Provisioning\Service\mpls\allowServicesOnSameSubintf -	true
Provisioning\Service\mpls\allowOverwriteManualAssignedAddress -	true
2) Deploy MPLS v4 SR in ASR9K device
3) Deploy MPLS v6 SR using same interface, vlan and vpn.
4) Decommission the v4 SR. Notice the decommission configlets. Interface and address-family configurations are not negated.

Conditions:
Issue observed when the beloe DCPL flag is set :

Provisioning\Service\mpls\allowServicesOnSameSubintf -	true
Provisioning\Service\mpls\allowOverwriteManualAssignedAddress -	true
