Description (partial)

Symptom:
Line protocol on Serial DS3 interface configured for frame-relay on SM-X-1T3/E3 card goes down due to received punt packets not incrementing.
The interface however keeps sending frame-relay LMI's but since it is not able to punt received packets, the interface does not show any LMI's being received.

In the debugs we see MYSEEN counter incrementing but YOURSEEN counters does not increment.

Conditions:
Issue is seen when Serial interface is configured for Frame-relay as the Layer 2 protocol.

QoS configured with Voice , video & data traffic
