Description (partial)

Symptom:
5GHz radio is stuck in down/down state. AP log will show:

*Nov 20 18:07:59.445: %LINK-6-UPDOWN: Interface Dot11Radio1, changed state to down
*Nov 20 18:08:00.445: %LINEPROTO-5-UPDOWN: Line protocol on Interface Dot11Radio1, changed state to down

(with the dot11radio1 never coming back up.)

 "show controllers dot11radio1" will show similar to:
Beacon Flags: 0, Interface Flags 6012D, Interface Events 0, Mode 9; Beacons are disabled; Probes are disabled

Beacon Flags: 0, Interface Flags 7412D, Interface Events 0, Mode 9; Beacons are disabled; Probes are disabled
