Symptom:
Data traffic is failing for the traffic policing applied session after session manager kill. 
Packets are hitting the violate action after session manager kill and hence dropped.

      qos traffic-police direction uplink committed-data-rate 256000000 peak-data-rate 256000000 violate-action lower-ip-precedence

Conditions:
Issue happens only after session manager kill
