Cisco Bug: CSCut35965 - UI doesn't allow tearing down SMDG if built for non-related CF sessions

Symptom: GQAM SMDG UI doesn't allow tearing down a SMDG that is built for a multicast with no associated CF sessions. It only checks for active CF sessions and denies the teardown if CF sessions are found. Conditions: Build a SMDG on a GQAM port with active CF sessions, but make the SMDG destination multicast unique. Attempt to tear it down and the UI will deny the request due to unrelated active CF sessions being found when the UI executes this query: select a.oid from session a, pdmpeggraphnode b where a.oid not in (select session_oid from smdgrsr) and a.oid not in (select session_oid from tsroute_rsr) and a.sess_state=2 and a.oid=b.session_oid and a.sess_type=1 and b.outputtsid<>0 and b.outputtsid in (select c.outputtsid from pdmpeggraphnode c where c.session_oid=5775) Note that c.session_oid is subject to change.
