Symptom:
Softkey displayed wrong when there is an incoming call.

Conditions:
Procedure:
1. Phone1 place a call to phone2:

2. Phone2 show incoming call, but softkeys displayed the same as idle state:
"Redial New Call Fwd All Recents"  (Should be "Answer  Details")
