Description (partial)

Symptom:
After two IP changes on VPC secondary, unicast vxlan encap traffic uses wrong source IP.

Conditions:
1. Change/add secondary address on VPC secondary. Loopback and VPC go down due to NVE CC. At this point HW is changed to the new secondary address.
2. Change back to original config. NVE CC brings back loopback and VPC, but HW is still pointing to old IP
