Description (partial)

Symptom:
Multicast NSR is not taking effect after RP FO. PIM is falling back to NSF. No traffic loss is observed.

Conditions:
Multicast should be enabled on BVI interfaces, either in global table or VRFs. RP FO is done with such a setup
