Packet drops seen along with the following messages:

ISR 4431/4451 platforms running IPSEC, without HSECK9 license could see packet drops under bursty conditions below the limit of 85Mbps.

Hi, hoping someone can help me.   Currently have 2x ISR4431 configured with IPSEC site to site tunnel. Have upgraded to 15.5(3)S6 and still seeing packet drops along with the following messages: CERM_DP-4-DP_RX_BW_LIMIT: Maximum Rx Bandwidth limit of 85000 Kbps reached for Crypto functionality with securityk9 technology package license.   I do not have a HSECK9 license installed, however the bug is listed as fixed under the bug search website. Does this mean the bug is only fixed for those IOS version ...
