Description (partial)

Symptom:
Enabling the peer-switch feature in a VPC domain that is not the root for all vlans is unsupported.

See CSCuq57422 - vPC: Peer-Switch is not Supported on Non-Root Peers 

This is an enhancement request to allow users to enable peer-switch, but exclude a subset of vlans where the VPC domain is not the root. This allows customers to place their roots where thy want and still be able to use the peer-switch feature.

Conditions:
- Nexus platforms in VPC
- 'Peer-switch' feature enabled.
