Description (partial)

Symptom:
WS-C3560X-48 switch after upgrade to ios c3560e-universalk9-mz.152-3.E.bin have the CPU utilization 50% average by default. This is because increase of utilization due to Hulc LED Process (standard CPU utilization on 15.0(2)SE7 - before upgrade - is 20% for Hulc LED Process while for 15.2(3)E utilization of Hulc LED Process is 40%)

Conditions:
WS-C3560X-48 switch after upgrade to ios c3560e-universalk9-mz.152-3.E.bin
 half or more interfaces on the switch in up/up state
the issue is not visible when switch is up with no interfaces connected.
