Description (partial)

Symptom:
Nexus 9K running 6.1(2)I3(3a) switch has confirmed - working - Layer3 connectivity
Remote syslog server is working fine and syslog port is open (not filtered)

Right after configuring the remote server as a new logging server on the switch, there is a 30s delay during which the switch will not send syslog messages for at least 30s.  

During this time the switch *incorrectly* reports that the server is unreachable.

problem reproduced on Nexus 7K running 6.2(10), 9K 6.1(2)I3(3a)

Conditions:
initial configuration of a remote server.
