Description (partial)

Symptom:
I remove the OSPF configs completely from the 9396's and VxLAN stays up but there are still configs for OSPF on the 9500's interfaces which face the 9396's, at that point doing nothing since there isn't any OSPF sessions coming from the 9396's, when those configs on the 9500's are removed the VxLAN session goes down. Instead of tearing down the session when configurations are removed from the 9300s the are only torn down after all OSPF configs used in the VxLAN setup are removed completely.

Conditions:
Two or more devices configured for VxLAN. During the removal process issue the no feature ospf on one or all devices.
