Description (partial)

In a MPLS VPN configuration, the CPE should be able to influence the RT assignment, by advertising routes with one or more of the permitted RT (from the PE export route target list).  When a SOO is also included as a BGP path attribute, the PE ignores the CPE provided RT values and applies the local VRF RT values.

The expected behaviour is that only the subset of the local VRF RT values that match the CPE provided RTs should be applied and in the event of zero RT values matching all local VRF RT values should be applied.
