Description (partial)

Symptom:
VTT documents are generated, but they do not contain captions. Encoding Service memory usage increases until the process crashes.

Conditions:
Occurs when the 27 MHz timestamp wrap is encountered. Both 608 CC and teletext are affected by this WebVTT issue. Also occurs when the adaptive streaming timebase is nonzero, e.g. when Create Unix Epoch Timebase is enabled on the Input | ABR page.
