Description (partial)

Symptom:
Configuration shows the route-target configured under BGP AD, but it cannot be removed. When you remove the RT, commit config changes does not show the "no route-target xxx".
Also, the import and export of the routes are affected locally and remotely.

Conditions:
Seen on 4.2.3 and 5.1.2.
BGP AD must be configured. Reload or pasting the config may trigger the issue.
