Symptom: When doing an HD to SD downscale while transcoding an HD license is required and the encode format should be set to the value "HD to SD". When setting the encode format to SD instead, with the resolution and frame rate manually configured and an HD source is received, the encode will succeed. As of now, when you are in this condition the service will go into alarm to inform the user that this configuration is not compliant with the required licensing. Conditions: When an incoming HD service it transcoded with the encoding format configured as SD and the frame rate and resolution are configured manually.
