Description (partial)

Symptom:
Pseudowires with statically configured labels may not be provisioned
properly after performing Stateful Switchover (SSO) on a dual-Route
Processor system.

Conditions:
This symptom has been observed if the pseudowire is down or the xconnect
or Virtual Forwarding Instance (VFI) is not completely configured at the
time the SSO is done.
