Description (partial)

Symptom:
When all member links of VPC is flapped, without LACP enabled on the port channel, the BD could be learn disabled for 300secs. This is because the EP moves between individual member link and VPC.
This makes the convergence time to be longer.

Conditions:
Without LACP on the port channel, during flap the BD could be learn disabled because of the EP moving between member links and VPC.
