Description (partial)

When decoding the video produced by a PPQ statmuxed transcoder, the decoder cannot properly decode certain frames because they arrive too late or are absent from the video bitstream.  Based on the types of the late/missing frames, the decoder will apply various error concealment techniques.  The visual result will be repeated pictures or visual artifacts.  This may take up to a GOP length (usually about half a second) until the correct image is restored.

When analyzing the video produced by PPQ statmuxed transcoder, the bitstream analyzer will report VBV underflows and/or missing frames.

When the service is Statmuxed on an MFP in PPQ mode.
The frequency with which this issue occurs is content-dependent.  On most content it is never encountered.
