Description (partial)

Symptom:
Arp is incomplete for hosts on F3 LC
Control plane pkts going from fex connected hosts to CPU maybe dropped and not reaching SUP.

Conditions:
VDC is F2, F2E and F3 vdc type , but there is no F2 line card in vdc or chassis at all.
Have more number of links as part of port-channel towards Fex (FPC) than per port-channel towards host  (HIFPC).
