Symptom:
Virtual reassembly count reaches 16 and never times out on C2911


The error seen is as follows:

Oct 24 11:35:38.965 EDT: %IP_VFR-4-FRAG_TABLE_OVERFLOW: GigabitEthernet0/0: the fragment table has reached its maximum threshold 16

Conditions:
Max-reassemblies fills with 16, stays there and never frees up. When ISAKMP tries to renegotiate, it fails to reassemble the ISAKMP fragments and VPN tunnel goes down because the SA expires.
