Cisco Bug: CSCut16613 - Configuring IM&P fails silently due to memory leak in XCP Config Mgr svc

Known Affected Releases
Symptom: After certain period of inactivity (9 or more days), Cisco XCP Config Manager service becomes dysfunctional, and stops processing all incoming XCP configuration change requests. As a result, all subsequent attempts of configuring any IM&P feature that is related to some XCP service will fail silently (no errors being displayed on IM&P Administration pages). This includes, but is not limited to: Inter-Clustering, Inter-Domain Federation, Managed File Transfer, Group Chat and Persistent Chat, Service Parameters, Trace Configuration. User data configuration pages (Licensing, User Assignment, etc.) are not affected with this problem. Cisco XCP Config Manager service itself still appears as 'Running' on Control Center - Network Services page. Conditions: IM&P 10.5.2 or 10.5.1 SU2. No configuration changes being applied to any IM&P feature which is related to some XCP service (Cisco XCP Router, Cisco XCP Text Conference Manager, Cisco XCP Web Connection Manager, Cisco XCP Connection Manager, Cisco XCP SIP Federation Connection Manager, Cisco XCP XMPP Federation Connection Manager, Cisco XCP File Transfer Manager, Cisco XCP Message Archiver, Cisco XCP Directory Service, Cisco XCP Authentication Service) for 9 or more days.
