Description (partial)

Symptom:
BGP RR router's RT-Filter-Default is stuck in "Not Advertised to any peer" state and does not recover on its own. This effects other RR-Clients on the same router where-in these clients does not advertise BGP VPNv6 prefixes to the RR causing traffic outage for the MPLS VPN clients.

Conditions:
This issue is seen in a setup where BGP RT-FILTER constrain is used in a multi-level or multi-plane RR design and is triggered when the links to one of the RR Client flap continuously causing the BGP sessions to flap.
