Description (partial)

Symptom:
SRVCC PS-to-CS request stuck in loop for the first two failed entries.

Conditions:
MME uses a round robin pool for SRVCC. 8 MSS IPs are configured in the pool, totally. The first two and the 5th MSS IPs got shutdown in the simulate failure scenario. Two UEs were used for the SRVCC call and it was found that both the UEs were stuck in a loop. It kept on sending PS-to-CS requests to the first two failed MSS IPs. Upon starting a new LTE attach, an SRVCC failure happened in the same manner, as the loop reoccurred again. It was also observed that the two UEs were camped at different session managers.
