Description (partial)

Symptom:
When configuring additional VLAN-VNI mappings on N3172 in VxLAN with VPC enviornment, for those VLANs which already running across VPC link, mapping those VLANs to the VN-segment will cause those VLANs being suspended from the VPC peers for about 50s, then those VLANs will join back to the VPC in active mode. This is significant delay comparing with Nexus 9396 in similar setup.

Conditions:
This is happening when adding existing VLANs on VPC (between leaf switch and downstream access switch) to the VLAN-VNI mapping:
N3172-1(config-vlan)# vlan 1600
N3172-1(config-vlan)#   vn-segment 11600
