Description (partial)

Symptom:
It is observed that the PLMN ID, which is sent in UPCQ is wrong during inter-PLMN intra-SRNS.

Conditions:
Steps:

1. 3G Attach and activate (SAC1)
2. 3G intra-SRNS (relocation required with target SAC2) (change in PLMN)
3. UPCQ triggerred towards GGSN (in UPCQ triggered towards GGSN before RAU proc SAC sent should be SAC1) <<<<<<<<<<< Issue1
4. Successful RAU proc in direct transfer
5. MS-initiated modification
