Description (partial)

Symptom:
SW1 gi0/1----GI0/1 SW2 GI0/2----gi1/0/1 SW3

SW1 gi0/1 and gi1/0/1 SW3 are access ports belong to vlan x.
SW1 is the root bridge.
on SW2, STP vlan x is disabled.

when we use BPDU filter on gi0/1 SW2, SW3 can't receive BPDU from SW1.
but when we use BPDU filter on gi0/2 SW2, SW3 still can receive BPDU from SW1

Conditions:
-STP is disabled on SW2
-BPDU filter is set on the output interface
