Unexpected session manager reload due to processing Delete Bearer Request while pending Bearer Resource Command exists (more details under Conditions).

Seen while running under high load conditions.

The following event sequence leads to sessmgr reload:
1) UE in idle state and page UE configured for PGW initiated procedures
2) Bearer Resource Command for bearer creation
3) PGW initiated Create Bearer Request
  - Paging initiated for UE but bearer not established
4) PGW triggered Delete Bearer Request
5) Sessmgr reload due to bearer in Bearer Resource Command pending state
