Description (partial)

Symptom:
User story: Recently a customer accidentally quarantined a large number of messages to the hosted EUQ based on dictionary match. They then requested to release all quarantined messages from a 2 day period, but nothing else, which would allow them to refilter messages through their onprem devices.

There are no robust EUQ management options, either through the backend EUQ DB or through the frontend GUI interface and only 250 messages can be released at a time. They needed to release 100K+ messages.

Conditions:
Customer inserts X-IronPort-Quarantine header via filter action.
