Symptom:
FFM leak observed in certain condition.

Conditions:
- the trigger of FFM leak is flapping WCCP control session. Anything that could cause flapping the session will cause the FFM memory leak, for example:
- WCCP misconfig will cause wccp session to come up and down frequently 
- an interface on which WCCP cache is attached keeps flapping frequently.
