Description (partial)

Symptom:
In a daul supervisor system the standby supervisor will not reach 'ha-standby' state, but continuously reload.

The following messages are logged repeatedly to syslog:

  %SYSMGR-3-VAR_SYSMGR_FULL: System Manager file storage usage is unexpectedly high at 100%. This may impact system functions.

Conditions:
This issue only occurs if a service crashes many times in quick succession. This is an unusual condition.
