Description (partial)

Symptom:
The MD-US-SG is inconsistent between PRE and LC, the channel lists are in different order or the UD-SG-IDs are mismatched, like:

Conditions:
Do some configuration change to make the US-Chan lists in MD-US-SG update to different order with before, and then perform PRE SO, boot the new standby and issue appears after PRE SO again. Or just reload standby PRE after MD-US-SG updated and then perform PRE SO.
