The latest onboarding guide for HCS 10.1(2), still has these notes:
All_Service_Provider is a name to differentiate from any particular customer. You can make any name you want. You need to create this customer first in Cisco Unified Communications Domain Manager 10.1(2) (If using Release 10.1(2)) or HCM-F (If using Cisco Unified Communications Domain Manager 8.1(x))

This is incorrect. The dummy 'All_Service_Provider' customer DOES NOT have to be created on CUCDM or HCM-F, because there is no way it will sync or be pushed to PCA.
