Description (partial)

Symptom:
DTS timestamp is incorrect of the first picture after the splice point. The timestamps goes to 1s in the past.

Conditions:
When splicing on the co-processor in AVC mode and at the splice point, there is a difference of coding latency between the two channels of at least 2 frame periods.
