Description (partial)

Symptom:
Following a reboot after a power failure or a manual shutdown, QPS system does not work. There could be any number problems due to the fact that the VMs were not powered on in the proper order. Diagnostics.sh will show multiple errors.

Conditions:
This problem is seen after Power outages and after manual shutdowns.
