Symptom:
If we have multiple class of service in the policy map  and if you have single class of service that is allowed then the actual policy map that was created(here is Medium) would police only the traffic that matches and all the rest would be treated as low, excess and would not be policed.
We need to restrict this, so that we can only define matching if you have multiple class of services. We need to have an extra rule to support this.
