Description (partial)

Symptom:
MAC are not learned in HW on F1 card. From SUP , show mac address-table shows correct info, but show hardware mac address-table X for module X - is incorrect.
Affects on per VLAN/per port-pair basis (e.g. port-pairs are : 1,2 ; 3,4; ... 31,32. and some of them may stop learning MACs on some of the VLANs)
This lead to Unknown Unicast Flood scenario

Conditions:
shut/no shut of VLAN on a busy system (especially on many VLANs simultaneously). Removing and adding many VLANs at once.
