Description (partial)

Symptom:
Fan speed spinning at default after OIRing the fan controller in high temperature scenario.
Releases affected : Its a base line issue
Platforms affected : CRS-1, 3, X
The issue will happen if the chassis is reporting high temperature follows by removal/reload of Fan controller card, no specific configuration.

Conditions:
1) Chassis is reporting High temperature alarms
2) Oiring the Fan controller Card.
    and the chassis Fan speed will come to default speed regardless of High temperature
