Symptom:
Latest timezone data released by IANA in Jan 2015 is not updated in ACS 5.6

eg. Moscow timezone was updated on 26th Oct 2014 from GMT+4 to GMT+3 which is not reflected on the ACS.

Thus setting Europe/Moscow as timezone sets wrong time on ACS.

Conditions:
Setting timezone on the ACS which have been updated since tzdata was updated on ACS.

eg Europe/Moscow
