Description (partial)

Symptom:
If a Jabber Guest call is declined by the receiving endpoint, however that endpoint does not have voicemail set up, then the call will continue ringing for some time and an unhelpful error will eventually be displayed in the Jabber Guest client.

Conditions:
SX80-TC7.3.1 (other endpoints demonstrate this issue as well).  
All version of Cisco Jabber Guest
CUCM:10.5.2
