Description (partial)

Symptom:
There are several issues:
<ol>
<li>The DHCP server is not always properly honoring the limit on the maximum DNS update requests allowed to be in flight.</li>
<li>The DHCP server improperly believes that a DNS server is not responding when it is.</li>
<li>The DHCP server may not restart DNS updates for DHCPv6 leases when reactivating a server and there are no DNS updates for DHCPv4 outstanding.</li>
</ol>

Conditions:
These issues may occur when a DNS server stops responding or is slow in responding to DNS update requests.
