Description (partial)

Symptom:
Routing entries are marked as pending in <show ip route> output

Conditions:
A script is used to add 15 new VRFs, new SVIs for each of these VRFs and corresponding BGP configs to distribute these routes to remote peers. This config is then removed. This add/remove is done continuously every 15 minutes. Also, the script clears interface counters and clears BGP. 
After 12-18 hours of running the script this issue is observed.
