Description (partial)

VoLTE 3-way calls are failing. 

When ?ran bandwidth optimize? cli is enabled under rule base, in a few combinations the UBR is generated for RTCP (RAR with the same Rule, in the pending case) with the GBR/MBR set to zero.

1) The caller makes a video call to a receiver.
2) The caller hears the PRBT tone that the receiver has set for the caller.
3) The receiver does not answer.
4) The call is transferred to a second receiver.
5) The caller hears the PRBT tone the second receiver has set for the caller.
6) The second receiver answers.
7) Voice (and video path) established between the caller and the second receiver.?
