Description (partial)

Symptom:
S6b link does not come up in new active chassis after SRP switchover without any WLAN UEs in the system.

Conditions:
The symptom is displayed after the following sequence of events:
a) Active & Standby chassis both has correct s6b config.
b) Active chassis has s6b link up.
c) SRP switchover happens by triggering 'reload' command on Active Chassis.
d) But in newly active chassis S6b-diameter-link is not coming up.  Gx-diameter-links comes up though.
e) Create a call, it fails with no resource. Now after this, s6b link now comes up.
f) This is happening only if there is no calls in the system during switchover and for the first call after the switchover.
