Symptom:
REP Ports Flapping while Reloading Active PTF Whereas the Tunnel ports are in Standby PTF

Conditions:
Steps followed:

•	Downloaded 10.02 (/auto/otsrc-swvxw-ind/prayag/PRAYAG_BUILD_01FEB15) to Protect Version
•	Activated 10.02 Image from 9.70 both PRC & WRC.
•	Created DH Rings
•	Created Tunnel from Middle PBR via One Node to another Node as Working Path
•	Added Protected Path as Middle PBR to Node via another PBR
•	In Working Path Tunnel is via 5th PTF in the Middle Node, and no ports are used for traffic or interconnection in 4th PTF card.
•	While reloading Active PTF (4th card), The REP ports are Flapping and Tunnel switchover is also happening though the reloaded card is not have any ports involved for the Tunnel/Pseudowire.
