Description (partial)
Symptom: A user with a non 'network-admin' role may not use role commands. Conditions: This issue only applies when users are assigned roles other than 'network-admin'. This is common in situations where remote authentication is used to assign roles. Such enterprise wide roles may not include 'network-admin'.
