Description (partial)

if a 911 call is dropped, PSAP tries to call the caller (call back). CER uses
selectRoute API (redirect req) to extend the call to the caller. If there is a
CFWD all setting on the DN, 911 call back calls go to the forwarded number.
This request is to avoid the CFWD all and offer the call to the caller (who
dialed 911).
Currently CER uses emergency  priority in the redirect request. This request is
to use this priority info to over ride the CFWD config of the redirect destination.

The call forward since it is enabled call will get directed to the forwarded number.
